God counts a whole year no matter if something happens at the very end of the year or in the middle of the year it is counted as a whole year i.e. what happens between the new year until the next new year is counted in that year. So when Israel became a nation in 1948 (5708) approximately six months later they started a new year and it would be counted as the second year of Israel’s birth; this is called inclusion time keeping. God does this a lot in the Bible. For example He does this in Jeremiah 34:14—At the end of seven years let ye go every man his brother an Hebrew, which hath been sold unto thee; and when he hath served thee six years, thou shalt let him go free. In this verse God calls the time frame seven years but it is after the sixth year the slave is set free. The same is done with Daniel’s seventy weeks: Gabriel calls it a period of seventy weeks and yet he says there will be sixty nine weeks.
To correctly calculate the time of the seventy years one must use the Jewish years. That is the timing that God uses. Logically He doesn’t use the newer version of time keeping but the older one: the one He created. Using the Jewish years as our guide to the seventy years we start with the Jewish year 5708. This Jewish year covers both 1947 and 1948; on November 29, 1947 the United Nations recommended the adoption and implementation of the UN partitions plan of mandatory Palestine

JERUSALEM– President Obama and his administration told Palestinian Authority President Mahmoud Abbas during a meeting last week the U.S. foresees the creation of a Palestinian state with Jerusalem as its capital, according to a top PA official speaking to WND.
Another PA official, speaking on condition of anonymity, told WND today that Obama informed Abbas he would not let Prime Minister Benjamin Netanyahu "get in the way" of normalizing U.S. relations with the Arab and greater Muslim world.

September 28, 2011: First day of Rosh Hashanah (Jewish New Year) , right after Palestinians took their vote before the UN World Net Daily posted an article entitled: (This was in the Jewish year 5771)
"See what Obama promises Arabs after 2012 election, Democrats fear treatment of Israel is voting liability.
"We were told to wait for Obama’s reelection, and that before then nothing serious will happen for a state," the official continued. "But after the reelection, the U.S. said the schedule will be short to reach a Palestinian state."
Note: Although in the light Obama didn’t have anything to do with the Palestinians winning international recognition did you notice it happened right after he was reelected? Hummmm
